These fee adjustments are complex, and various other highly complicated forces are also at play, including the evolution of network badging on BINs, shifting issuance patterns, network rule changes, PINless enablement, and more. All of these factors contribute to ongoing inflation of card fees and shrinking merchant control of costs.
